It was founded in Konin 12 (821) by Kobo Daishi Kukai, and its principal image is a thousand-armed Kannon presented by Emperor Saga. Minamoto no Toru, a son of Emperor Saga, later built a full seven-hall complex in the wide grounds, but everything burned in the summer campaign at Osaka in Keicho 20 (1615). The temple was restored in the Genroku era, burned again in the air raids of the Second World War, and was rebuilt after the war in the form it has now. The thousand-armed Kannon has escaped fire after fire and is still enshrined here. In one corner of the grounds is the grave of Yodo-dono, who took her own life during the summer campaign.
