Okada Shinichiro drew up the original design, Tatsuno Kingo and Kataoka Yasushi the working design, and the hall was completed in Taisho 7 (1918). In the more than a century since, it has been closely bound up with the growth of culture and the arts in Osaka, hosting operas and concerts by leading international artists and lectures by figures such as Einstein and Helen Keller. Preservation and restoration work began in Heisei 11 (1999) and was finished in September Heisei 14 (2002), and in December of that year it became the first public hall building in western Japan to be designated a national Important Cultural Property. The building is steel-framed brick, three storeys above ground and one below, in a Neo-Renaissance style.
