Osaka City founded it to mark the gift of the Ataka Collection, famous worldwide, from twenty-one companies of the Sumitomo group, and it opened in November 1982. Dr. Lee Byung-chang, a Korean resident of Japan, later donated a collection made up mainly of Korean and Chinese ceramics. The 5,691 pieces held, which include two National Treasures, an oil-spot tenmoku tea bowl and a tobi-seiji celadon flower vase, and thirteen Important Cultural Properties such as a blue and white jar with a design of fish in a lotus pond, rank among the finest collections of Oriental ceramics in the world. In the galleries lit by daylight, the ceramics can be seen wrapped in soft sunlight.
